Sure...right click the picture and select "edit" Your picture will open in MS Paint. From there you can add text colors or just about anything you want to do.

Once you are finished editing your pic, simply go to "file," "save as," and save the picture to whatever folder and under whatever name you want. You can also save it under different file types below where you input the name.

Most photo editing softwares allow this. Try using the light weight PhotoFiltre (http://www.photofiltre.com) if you don't want paint.

I would go to paint. Open up your start menu, go to all programs, go to accessories, and then go down to paint. You can do cool things in there. COME ON PEOPLE, it's mustache time.

Well you can use paint which comes with Windows. I prefer Photoshop, but it is pricy.
