The answer is C. The transfer stops when the energy required to cross the space between the two plates is larger that the energy being supplied.

Hope this helps

In a circuit containing a parallel-plate capacitor and a capacity source (along with a battery), the capacity source promises capacity for prices to bypass to the plates of the capacitor - unfavourable prices on one plate and sensible ones on the different plate. This effectively creates an electric powered field between the plates of the capacitor. This field shops capacity and that is the capacity that flows by the area between the plates - not the prices. The bypass of capacity between the plates effectively keeps the continuity of 'cutting-edge' between the capacior plates.

A - There is always a net charge between the plates unless the capacitor is totally uncharged.
B - This never happens in a capacitor, because for every electron that gathers on one side, a proton gathers on the other side to balance it out.
C - This answer is correct.
D - The charge on both plates is always the same as this is how a capacitor functions.
