NO. They should let the public determine the programming. Undesired programming would go away when not enough viewers are captured.

No, at least not in terms of content. I think it is reasonable to have some controls on what might be seen or heard by children, in terms of developmental appropriateness; this would include broadcast TV and radio, and on the public streets.

No. In the US it would not be possible. We have the 1st Amendment to the US Constitution which guarantees freedom of the press.
