Why is the stock of General Dynamics so slow to rise?

All I read about is how many contracts they are picking up and the hundreds of Millions the contracts are worth! Help me to understand this please...

It just moved up a buck and a quarter today. This time last year it was about 8 or 9 bucks lower. Last June and July it was between 60 and 65. How much did you want it to rise?
