On a circle with centre (0,0), is the equation of the right bisector of the chord always y=mx?

Since the perpendicular bisector of a chord always passes through the center of the circle, and since the center is at (0,0), then your line has the origin as y-intercept and so its equation will be y = mx, except for a chord that's parallel to the x-axis.
