I think Khali. Andre is not really 8 foot tall. He's only 6 foot 10. Khali is 7 foot 3.

According to Wikipedia, The Great Khali is tallest - at 7 feet 3 inches tall.
Andre was at least 208 cm (6 feet 10 in) tall and believed by many to have been over 213 cm (7 feet) at his tallest.
