Seeing as how Spanish (from Spain) IS white, unless your other half is black or East Asian, your race is white. The "Hispanic" designation, on the US census, is an ethnic one, not a racial one. Same goes for the term "Latino". On the US census, the question asking if the person is Hispanic
is clearly explained to be an ethnic designation. After answering yes or no to that, then one selects their race - white, black, American Indian, Asian, Pacific Islander & other.
(Note: Most people who choose "other" are reclassified by the Census Bureau under one of the recognized racial categories, usually as white, and those who list two or more
races/ethnicities are classified according to the first one listed.)
On other types of applications, just choose the category you are most comfortable with. Hispanic is only listed as a choice to insure that agencies & companies are in compliance with federal & state laws as they apply to employment, fair housing, etc.
In short, your your ethnicity is Spanish (Hispanic) but your race is white (Caucasian).
("Latino" would only apply to someone from Latin America, regardless of Hispanicity. "Hispanic" is more Eurocentric.)
Remember ethnicity & race are two different things and, for what it's worth, skin color has nothing really to do with race.
Race is actually determined by craniofacial anthropometry.

You're Spain Spanish, so you're not Hispanic or any variant of that. That's meant for those who are from South America, Central America or the Island nations in the area. As Spain Spanish, you're the same category as French, Italian and White North Americans. You're stuck with plain old Caucasian like many of us.
Though if you have the option to put more than just basic color and can write in, be proud of your Spanish heritage and write it down.

You have to put down "white" unless you want to be given minority rights.

"white" or "other" or whatever your other race is. It's sort of up to you in that regard.
