Do you have a lead teacher for the Deaf/HH or special education case manager in the district? How about your lead interpreter-coordinator person?
How does the student "take it"? Has it become a behavior issue or is the student just bored? It may be that it is not appropriate to try and teach notes and tones esp if they are not amplified. Do you have any input at the IEP? or with the parents?
If the principal and music(?) teacher are not listening, what about the special ed teacher? They are not making modifications according to FAPE and it needs to be brought to higher authority!
I'm case manager and teacherD/HH for my school and have same problem. I have 2 profoundly Deaf in music. One in chorus and one in band. The other parents opted out for additional study hall w/in D/HH lab. Another insisted on additional art as the kid is really talented.

As an interpreter and going for my masters in Special Education, it is your responsibility to interpret what is happening period.
You can try and work with the teacher and have the student feel a piano vibrate when lower notes are used compared with higher notes. Work with the teacher and explain the situation that it is hard to interpret the notes (which it is). As the student for feedback on what he/she thinks if that is a possibility. Otherwise speak with the teacher and explain the situations. Teachers are suppose to think on their feet for all different types of situations (good ones at least). Hopefully they will work with you. They probably just don't know what else to teach. Can you give them some ideas using percussion instruments? Maybe the different feel of vibrations coming from tambourine, different types of drums, sounding box of piano, vocal chords of singers, etc.? And to have the students dance or in some other way keep time to a beat they can feel? Maybe a request from the students themselves could do the trick.
