1) find the slope, m = (y1 - y2) / (x1 - x2)

2) use the slope and one point to find equation.
(y - y1) = m (x - x1)

In your example:

m = (-5 - -10) / (9 - 9) = 5 / 0
Slope is undefined which means the equation is a vertical line through whatever the x value of the point is.

So, your equation in this case is x = 9

With the two points you've given, you can't give the usual equation for a line (y = mx +b). The two points you've given lay on a vertical line through 9 on the x axis so the 'equation' is x = 9.

You have to find the slope first. Here's the slope formula:
m=y2-y1/x2-x1
m=(-10+5)/(9-9)
m=-5/0=undefined
The slope is undefined, so the equation would be x=9.

these 2 coordinates have the same x-coordinate, hence it is a straight vertical line. Equation is x = 9.
