In H2SO4, the S atom has ox no = +6, so is a much better oxidising agent than H2SO3, where it is only +4.

NH3 has N = -3, and is a reducing agent (it can only be oxidised).
N = 0 is the gas N2, nitrogen, which can be oxidised or reduced.
N = +5 is HNO3, nitric acid, which is a powerful oxidising agent.
