well in the old scale the F-4 would toss cars around like the breeze does paper, it would derail and throw around some rail cars, and most homes would be leveled, only leaving foundation, buildings like hospitals would get the roof and most outter walls ripped down by winds that are estimated to be between 213-260 mph. but as of 2-1-07 the Enhanced Fujita (EF) Scale went into use, now they classify a tornado based on what kind of structures and objects are moved, damaged and obliterated, and wind speeds are just kind of placed but are not set in stone, as it may take a stronger or weaker wind to accomplish EF-4 damage. to date i know of 0 EF-4 tornados being reported or having occurred. however, i know of at least 4 that have struck in western kansas and eastern colorado that were rated EF-3 since march 23, 2007 and i think western kansas is currently leading the tornado count race for 2007 i know of approximately 60-80 reports of tornados and i have visually observed the 3/4 mile wide wedge of the Ness County Kansas tornado (EF-3) at a long distance as it was brightened by lightning strikes.

A tornado is characterized after it has done damage. It's not just a matter of wind speed, though.
