That would be my strategy; lay low (regroup, recruit, re-arm) and thus increase political pressure on the U.S. to withdraw (since there wouldn't be any real violence going down). Then I'd strike sporadically after the U.S. withdrawal; not enough to warrant redeploying American troops but enough to effect whatever change I was looking for.

Otherwise, I'm sure their reasoning is to capitalize on international news that would recreate, as best it could, the rooftop evacuations of Americans from Saigon as it fell. Attack us while we're under orders to withdraw, and it makes it look like they're the reason we're withdrawing.

The insurgents are better at playing this "hearts and minds" game than we are.

Creating chaos and escalating the violence provides more ammunition for the anti-war advocates in this country.
If they were to simply sit back and wait, this apparent stability might be seen as some sort of progress or success by the American people and there would be a lot less talk of an immediate withdrawal or a set time table for withdrawal.
The terrorists might be ruthless, but they are not stupid - their strategy is well planned and they see the feedback everyday in the American mainstream media and on Capital Hill.

Because they're doing a good job of driving us out by attacks here and there. If they waited til the US could properly train and help recruit an Iraqi army and police force. The insurgents wouldn't be strong enough or have enough men to over throw the new Iraqi government.

These "insurgents" enjoy what they do. Killing is a sport to a lot of people in this world. When we as a nation realize this, we may start getting some place in our efforts.
The insurgents will continue their killing games after the millitary pulls out, no matter when it happens.

Look at them from a historical point of view. They have always been at war at some point in time. They have NEVER known peace. Violence is in there blood and passed down generation after generation. They've been living in chaos the day they are born.

Im pretty sure what they are doing now could be done anywhere in the world. When we leave the place will look worse than the Balkans in the early 90's.

I don't think any of us can possibly understand what's going on in Iraq unless you've been there. and surely no one knows what's going to happen if we leave. i predict more violence and chaos.

Because they (Al Qaeda) hope to keep us there for as long as it takes to train thousands more recruits to their cause.

The insurgents are the former Sunnis who used to work for Sadaam, they are not Al Qaeda and are only interested in regaining power (and wealth flowing therefrom) - if that means killing the Shiites until they give them that power, so be it. The Shiites, of course, don't like to be killed and are going around (usually at night) killing identified Sunnies who appear to be a threat (ie., killing them the next day.)
