Do they consider if the applicant has just passed 10th grade?I appreciate every single attempt to answer this one.

Don't worry too much about grades. It's all about the money. If you can pay the fees, you're in. Many friends of mine who couldn't even speak English, come on, I ask you, they couldn't speak English yet got on the course of their choice.

There are a large number of university courses in English speaking countries open to overseas students and so there are a variety of entry standards.

Remember some universities will happily take your money and then fail you later, so avoid those places that make it too easy.

Here are some general rules, ignoring the horrible schools.

Firstly, you should have a high school diploma though this might not be recognised by the university you want to go to (some countries have different standard of high school diploma as well).

If you don't have a high school diploma you might need to either do that first or do someother qualification. In Australia for example you can do vocation studies courses that count to entry into university (Eg, a 1 year computer skills course, including programming, database design and web design...which may be more useful to many people than maths, chemistry and physics).

Many universities offer foundation courses, including english and high school equivalent courses (including cram courses).

One of the easiest ways are exchange programs, where you enter a university in your country and then get to transfer to a university in the US (Though this is becoming less common).

You will also need to have a english language test (in the US, usually TOEFL, but they often also accept IELTS\)

One piece of advice, Australia has the best programs in the world for overseas students getting into universities (especially for Asian students who have a different standard of education than many other countries) and many countries are attempting to copy us.

You may consider Australia as you preferred choice because with a year 10 qualification there are many programs that would get you into a good university in a short number of years.

You need at least a high school diploma or a GED and pass the TOEFL test.
