The same reason why any object appears any color -- whatever wavelengths of light are reflected back or absorbed the least will be visible as color to the human eye. When water appears blue, it's because it is reflecting visible light in the range of wavelengths that we perceive as blue.

1) that means the water is deep.
2) Due to the depth the water is not reflected by the ocean floor, but by the particles in water like alge etc...
3) Blue component of light is bent more easily and hence reflected back more.
3) colour of sky also plays a little part. You may note that if the sky is overcast then the sea never appears blue.

It appears blue because of the Earth's atmosphere (the sky) reflecting onto the surface.

I have also read that water actually is a slightly blue color naturally, but that our eyes can not pick this up in small concentrations. When a large body of slightly blue water is all together in one spot, the body as a whole will appear blue.

It is due to a Phenomenon called scattering of light.That is ,when light rays passes through small obstacles they gets scattered.Hence when light passes through water it gets scattered.Here water particles acts as obstacles.And the blue light scatters more.That is why sky also appears blue. There dust particles acts as obstacles. But in the evening the sky appears red.Because the sun light has to travel a larger distance now .Hence most of the blue light is taken away from scattering.The red color, being a larger wavelenth can travel more distance compared to other colors. For the first time this reason was discovered by a late Indian scientist by name sir.C.V.Raman.Once when he was traveling from India to abroad through ship ,he observed that sea water appears blue.That made him to found out the reason.Another sciantist ,Rayleigh also explained the reason through a process called rayleigh scattering.

The surface of any large body of water reflects the colors that surround it. Typically that would be the color of the sky.
