Depending on what you want to do with them, I like snapfish.com You can design pics, calendars, photo albums, mouse pads, etc. You design them and then you can order them. They do a real nice job and are mailed to you with in a few days.

It depends on what you are talking about when you say 'design my pictures' - you could probably find a ripped copy of paintshop pro on one of the file sharing progs.

I would reccommend photoshop. It takes awhile to learn, but it is good. It does cost money. If you download it for free, it is illegal. (Would not reccommend downloading it for free).
