The highest pH of a household liquid would be caustic soda (made by adding caustic soda crytsals to water), as this can be used to unblock drains. This should have a pH of 14.

ammonia products such as windex with ammonia. Or some floor cleaners.
ammonium hydroxide is very basic. Actual pH depends on concentration but can be pretty close to 14 for 30% solutions....
by the way, lemon juice contains citric acid. citric acid is not basic. Lye and soda ash aren't really common household liquids are they....

Generally non-bleach household cleaners. Check the contents for ammonia or ammonium salts-these would have the high pHs. Also lye would have a high pH.

low pH is acidic (lots of H+ ions); high pH is alkaline (lots of OH- ions), right? So you want something that might have the term "hydroxide" somewhere in the name. Generally, very alkaline liquids feel very slippery if you rub them between your fingers. I don't recommend testing them that way, though, because some of them can be very caustic; almost as bad as acids. Maybe if you wear rubber gloves and rinse off well afterwards. Hint: maybe check out drain cleaners...

make a solution of water and baking soda. baking soda is a relatively weak base if you have lye in the house it's very caustic, but it generally isn't used too much anymore.
