You need to add an "of" here. In "10 liters of water" the "...of water..." is a prepositional phrase. The way to find the correct verb for a prepositional phrase is to temporarily remove the prepositional phrase, and see what works in the remainder of the sentence. So: "10 liters [...] are used."
