Web host are normaly only there to hold your website online on their server but often if you have questions on how to upload a website they can help you :)
But they properbly won't help you with the design or anything because thats most likely not their job and you would have to ask the person who designed the website about any specific questions or ask somebody that is more expierenced if you created your own website :)

Depends on what you are paying for. If you are only paying for "hosting", then all they do is allow your files to reside on their server. If you are also paying for design or consultant, then they will assist you with web site issues. This is a question for the whoever is doing the hosting.
