The best exercise (and I'm talking about from the point of cheap as well here) is walking. That will help with some of this and you can also try some leg lifts to see if that helps.
As for food, try cutting back on the portion sizes a little to see if that helps.
Also, check with your dr for some additional ideas.

Go for a run at least 3 times a week for 1 hour each time to lose weight. To maintain the weight loss, eat 5-6 small meals everyday instead of 3 big heavy meals. each meal is supposed to make you only 70 percent full. You'll be very unused to it at first, but your body will slowly adjust to it. You should eat wheat bread instead of white bread, eat more protein to build muscle.
For exercises, i would recommend the website www.shapefit.com.
But first, I would like to recommend the book "The Abs Diet". It's written by an editor from men's health and I personally think its pretty good.

try increasing your aerobic work out to burn away the excess. It depends on where the love handles are, waist? lower? trying typing the body part and "target area exercises"

start twisting exercises...and jogging to reduce weight...
start drinking 8 cups of water daily...and eat yogurts for in between meals...this helps reduce weight...
avoid eating fatty foods and when eating something fried just eat less of the portion you normally eat..
