On 1st November, 1943, Cordell Hull (USA), Anthony Eden (Britain) and Vyacheslav Molotov (Soviet Union) signed in Moscow a declaration that warned that the Allies were determined to bring to justice those "German officers and men and members of the Nazi Party who have been responsible for atrocities, massacres and executions."

The UN played a role in the trials but not the entire role or the only major role.
It remained for the new United Nations to provide the organizational authority for the Nuremberg War Crimes Trials. (cf. Marian Mushkat, "Nuremberg Trial," in Israel Gutman, Encyclopedia of the Holocaust, New York: Macmillan, Vol. 4, 1990:1489-1494

Both answers have their problems and I am afraid your teacher didn't do you any favors.

"A" - Soldiers of various ranks - as well as civilians like radio announcers and newspaper publishers - were convicted at Nuremberg. So "A" is incorrect because it suggests that only military personnel can be tried for war crimes.

"B" The trials were not under the authority of the UN. The UN had little to do with the trials at Nuremberg. The idea first came about in 1942 to try Nazis for war crimes and through the years an "authority" was created called the Allied Control Council and it operated under the Charter of the International Military Tribunal. It was comprised of the Soviets, the Brits, the French and the Americans.

Since "B" is completely wrong and misleading, the next less wrong answer is "A".

The Nuremberg trials, showed the world and any would-be Dictators, that even the highest generals in any evil regime can be prosecuted and brought to trial for war crimes commit ed in the name of that regime. So I'd say 'A' was the answer. Have a good day.
