When is this battle taking place? Before or after the extraction of the shukaku?..and then, does it even matter?...
We'll take it from the perspective of Gaara having the Shukaku, which gives him unbelievable strength and defense, most likely one of the greatest defenses in all of Naruto, but saying that, Sasuke broke that defense with his chidori, and Kakashi has the Rakiri which is said to be so fast and powerful it can cut through lightning. If Gaara somehow gets enough time to summon his Raccoon demon within him, he may have a chance...may. Kakashi has summoning jutsu's as well, but his are the nin-dogs, experts in tracking, how could Kakashi defeat Gaara with his Shukaku released?.. He probably can't. It would be diffcult to get close enough to that demon to actually put down Gaara. He'd have to wake up Gaara, or flat out kill him in order to stop the attack, and even then if he waits too long, the Racoon demon may just take over anyways. In hand to hand combat, Kakashi is one of the best, one guy that could possibly take him down in that would be Gai senseii on his best day, and Itachi.
Kakashi is also the master of Ninjutsu having copied over 1000 jutsus. He has put that Sharingan to good use, making him one of the most feared shinobi in the Naruto world. Even Kisame, a former Mist village ninja, new of Kakashi. Itachi recognizes Kakashi's abilities by telling Kisame even if Itachi's help, they would not get away from this battle easily, and unharmed, there would be consequences.
Gaara is the Kazekage of the Sand village, and did at one point had one of the legendary demons sealed away inside him, but without it, Gaara becomes almost mute. He has no hand to hand combat skills at least seen in the Anime and Manga. He relies solely on his chakra command and the command of his sand. This does not mean that Gaara is a push over, but he is no one near the level he could be and was at one point. Gaara has shown one of his greatest weakness, when an enemy gets in close he has nothing to counter him point and case, Sasuke, Rock Lee and Kimimaro. Whenever one of these individuals got near him, he was unable to stop the attack without the use of his sand, and even then it didn't work the majority of the time.
Gaara is the prize of the Sand Village, but to put the sand village in perspective, they needed a summoning of a three headed snake, orochimaru, the shukaku and the sound village shinobi to try and take down Konoha, and still failed. The level of shinobi between the two villages is like comparing an academy student to a jounin. The Sand Village even admit it themselves during the Shippuuden Arc of the anime and within the manga. They know they are inferior when it comes to raw talent and skill of the ninjutsu, Taijutsu and Genjutsu. So being the top dog of that class doesn't say much about Gaara.
Yes, he was able to take down Sasuke who doesn't have a summoning ability or didn't at the time, but when matched with someone who did, Gaara and his Shukaku fell. A Genin versus a former Anbu/Jounin is a disadvantageous fight for the Genin.
Kazekage Gaara v. Kakashi...kakashi would most likely win blindfolded. Gaara has matured, and become a well skilled shinobi, but Kakashi has the Mangekyou Sharingan, his Rakiri, and the Rasengan...yep, he knows how to use the Rasengan taught to him by the 4th Hokage, plus all the jutsu he has acquired from his Sharingan, Gaara is outmatched.
Gaara would put up a great fight, and if he could possibly summon the Shukaku again, then he may pull of the win, but straight ninjutsu, taijutsu battle the more mature, wiser, stronger and faster Kakashi would win. It's hard to beat the Sharingan, especially one beheld by someone of uncanny skill and ability. Being taught by the 4th, an individual hailed as the greatest shinobi of all time, has got to be worth something.
Kakashi wins "The Rakiri pierces all".

I would say Kakashi.
This is considering the fact that Kakashi is more experienced than Gaara, we've pretty much seen Gaara in his full force, but we've yet to even see the tip of the iceburg for Kakashi.
I think Kakashi would win. But then, it's going to be quite close.
