That is pretty much the policy of every president since America has been here. There are various good reasons for this such as the logistical circus that is created every time the president visits anywhere, the distraction from the family of the deceased etc. Whenever any president attends a service it tends to make the moment be about the president not about the deceased. There is also the issue of attending one and not another as disrespectful.
Instead, every president presents a wreath at the Tomb of the Unknown Soldier at Arlington Cemetery on Memorial Day to honor all who lost their lives in service to their country.
This president also invites the families of KIA troops to the White House for a quiet service without the press. Yes, even Cindy Sheehan attened one for her son.

Because if he attended one, he would have to attend them all. Why would one soldier get special treatment over the others?
That's my logical answer. My real answer is that he doesn't truly care, nor does Cheney. Both are probably right.
