Although sometimes, federal and state government do share the authorities but in most cases, there were very clear distinctive authorities between both bodies. that is why we will have separate elections for state and federal government.
State government has more authorities on localized sanctions or policies which meets the need of the local states such as land uses and land matters and local administrative, traffic etc while federal government have a more national sanctions or policies/ acts which related to nationwide welfare such as international diplomatic, national security and defense, education, health care etc.
In this case, we will see there are laws and practices which were differed from states to states in a country.

WL Tan is correct state and federal have different areas of responsibility (australia) akthough Howard in a few areas is trying to take on some state functions.
If you do not vote then you can not complain about those in power and the policies they bring in.

Because you're an American citizen who has the right to voice your opinion by voting on both these levels. You don't have to vote but why wouldn't you want to? It's not a chore it's a privilege whether you agree with it or not.

Because if we DON'T, we end up with Presidents like Bush- who send our boys off to die in wars that never end, let our gas prices DOUBLE in 5 years, and make friendly countries shake their heads & ask, "WHAT were the Americans THINKING??!" So- PLEASE; VOTE. You never know how many "lives"- may depend on it...
