Firstly,
I don't think the Howard (Australian Government) Administration proposed this law to reduce human impact on the environment.
So, your answer is, No, it does not.

The baby bonus in Australia has resulted in countless teenage pregnancies from druggies, school girls who want a quick buck as opposed to earning it themselves, and many other women who use the baby bonus as a 'reward' for something easily done.
It's another case of crappy government decisions courtesy of John Howard.

Maybe the Australian gov't is more interested in the impact of the environment on humans, which is how it should be.

It doesn't it's supposed to help with the cost of the child.......lots of people take it for granted, the money should only be put towards the child's needs!
