i want to know if i can soak the carb in a solution of some sort to unfreeze or unstick what is froze up in it.. or is there a simple way of this..also this is the older type carb without the priming ball

Fordman is right.

Either soak it in Gumout ($25) and rebuild it with a new gasket kit. ($12?) or just get a new one at about the same price or less.

I would get the new one, as it will be more reliable, and you do not know if the other one will work after all the expense.

Take if off and use a solvent to clean it up, then check for worn parts.

Or you can go online and order a new carb from a small engine repair shop.
