I don't know if it is true that Japan PS3 console can play Japan PS2 and USA PS2 games, but USA PS3 only plays USA PS2 games.

There would most likely be 2 problems with that:

1. Most games are region-locked, like DVDs, so they would not work on an unmodified PS3

2. The U.S. and Japan use two different video technologies. Though they are both called "NTSC", there are slight incompatibilities between them. So the video MIGHT not work /look right on an unmodified PS3, even if it wasn't locked. Similarly, a Japanese PS3 would not work right with American games, or even an American television.

A bit tedious. I think USA use PAL for the video output and Japan use NTSC, so most likely your game disc contains PAL video, which may not play properly with some of Japanese TV. (But many recent TV support PAL and NTSC both) Even if the TV supports PAL, genuine PS2 can't play different region disk, like DVD. And modifying your PS2 may be illegal in Japan, unlike Australia.

ps3 is region-locked to play any region ps2 games
ex: usa ps3 cannot play japanese ps2 games, but japanese ps3 games.
ex: japanese ps3 cannot usa ps2 games, but usa ps3 games.
