No. They are Latin but, in the context of ethnicity, one must be from Latin America to be a Latino. (The term itself is shortened from "latinoamericano.") A Spaniard can't be a Latino because they are from Europe but, of course, they are Hispanic. Interestingly, however, the South American countries of Argentina & Uruguay are dominated by people of Italian or partial Italian ancestry. In their case, they could be considered Italian Latinos. Otherwise, Italians are not Latinos.
Most anyone of Spanish, Portuguese, Italian, French or Romanian ancestry would be considered Latin, by virtue of coming from a background where a Romance languages is spoken, but it is strictly a linguistic designation. So again, Latin & Latino are not necessarily the same thing but it is very easy to see how someone could assume that they are.
(Note: The terms "Latino" & "Hispanic" are not strictly interchangable either. Whites of Spanish ancestry often prefer the more Eurocentric "Hispanic.")

Latino is anyone from a romance speaking country. Portugal, France, Italy, Brazil, Spain ect.
they are all Latin.
Hispanic is anyone whos from a Spanish speaking country. They are descandants of Spain.. they are latin and hispanic. But Italians..brazilians.. Frence ect are not since they dont speak spanish..
alot of people think latino and hispanic are interchangable.. but they're not

Technically anyone whos language is based upon the romantic/latin languages is a "Latino"..Italians, Spanish..etc.
Not just big assed girls from the bronx.
