If you are sure that it's dirty, you should consider reopening the wound and cleaning it with soapy water. Then dry the wound, apply neosporin and invest in a box of bandaids.
The last thing you want is an infection from a paper cut. Of all the things to lose a finger for...

It looks to me like you little paper cut is infected. What you do is take a cotton ball and rub some rubbing alcohol on it and it may burn for a minute but it will be worth it. Then put a band-aid on it and wait.
If this cut is still there or if it still itches, you may want to consult a doctor.
This is one way I get rid these nasty things.

They are the worse and are the most prone to infection---put peroxide on it, and keep repeating until it stops fizzing- then use alcohol, and then an antibiotic cream and band aid-- it should stop itching immediately---if not, see your doc...........if it's healed over the infection, he may have to lance it to get the pus out.
If you do nothing the itch will drive you crazy, your finger will swell up and turn bright red

It's infected. You should wash it, bandage it and leave it alone. The itching is something your body will handle from the inside. Your body is a VERY powerful thing, and the paper cut is easy for it to handle. But you need to help by keeping it clean and dry.

Wash the cut as best as you can. As to the itching part of it, itching usually means it's healing....sounds strange, but it's true.

Clean it.
Put a band-Aid on it.
It's probably infected because it's been open to the air and germs. You should have cleaned it when you first cut it.
See a doctor or a nurse.

It itches because the skin is healing. Just clean it with antiseptic cream or similar.
