You should really take her to the vet for a check up. It could be anything from lice to allergies.
Look through her fur to be sure it is not lice. Lice will hide deep into the hair and may be hard to see if you are not looking for them.
As far as allergies, that could be from the bedding, or food/treats. I used to have a rat that was allergic to peanuts, we found because she used to weeze after eating them.
It could be mites, the over the counter mite sprays do not work. Vets will use persciption strength medication to cure it. Mites are hard to get rid of because even cleaning out the cage/spraying will not get rid of the eggs on the rats hair.
The vet will probably only cost 50-100 dollars, and it is worth it instead of having the rat suffer or buying junk medicine from pet stores that does not work.

You can try this, supposedly it works... Take a little bit of olive oil in your hands and then rub it ALL OVER the rat, making sure you don't get any into her eyes or ears. She will look awful, but leave it on for 24 hours, so it can smother all the mites. If she hasn't cleaned herself up by then, you can give her a bath with gentle shampoo. Do this once a week until she doesn't need it anymore.
Also, freeze your bedding for a few days before putting it in the cage, that is where the mites are coming from and freezing them will kill them.

did you get the mite spray from a veterinarian? If not, you should take her. Is it really mites? If it is, they will give you something that will work. For my baby guinea pig, he gave me a liquid I had to make sure I got enough on the spots. Maybe the spray is just not getting it.
Maybe it is the bedding you put down for her (allergy). Rats are so smart, you know something is bothering her! I hope she feels better quickly!

Use the recycled newspaper bedding to line the cage, don't use woodchips. She might have a yeast infection in her ears (didn't know it was possible til my dog got one) or may have dry or sensitive skin. Talk to your vet to find out options on sensitive skin shampoos for rats.
