I think it an expression of percentage, but I'm not sure.

If not is there a way to convert it to percentage?

μL / mL = microlitres per millilitre.
Since there are 1000 μL in one mL, this is the volume proportion in thousandths.
The percentage is the same proportion in hundredths, so it will be 1/10 of this amount. So 24 μL/mL = 2.4% by volume.

The expression means micro-liters, per Milli-liter. It is more of a ratio measurement than it is a percentage.
