I think that would depend on your deffinition of "better people". What makes one better in your opinion? Until that is resolved this question can only be based on ones personal opinion of what better is.
I perfer a more welfare/socialist form of govt like Italy or Germany....but if you look back into history they've made just as many mistakes (perhaps more?) as we have.
At least 50% of the world is pissed off as someone 50% of the time anyway, right?

One country against an entire continent? that's interesting...
Every single area has their jerks and their really great humans. Overall I expect it would even out, so I've have to say that neither is any better (or worse) than the other.
