Because Queen Elizabeth was the heir to the throne - her father before her was King of England, when he died he had no sons, so his eldest daughter inherited the throne. Her husband becomes her consort, not the King. When Elizabeth dies, Charles will inherit the throne and become King Charles and his son after him, William, will become King William, and so on down through their family line. Prince Philip was never in the line to inherit.

Its rather simple my friend, In terms of precedence a King is higher than a Queen, which means that in every case where there is a King and a Queen, the King would outrank the Queen. When it is a Queen who holds the throne in her own right (a Queen regnant, like the present Queen Elizabeth II), her consort has been referred to as a Prince to make the point that it is she that takes precedence. Therefore, the Queen Mother was Her Majesty Queen Elizabeth (Queen to King George VI), but Queen Victoria's husband was Prince Albert and Queen Elizabeth II's husband is Prince Philip.
The only example where both a King and a Queen have held the throne is with King William and Queen Mary at the end of the 17th century. This was because they held the throne jointly.

The simple answer is that Queen Elizabeth was the direct heir to the throne. Her husband is not the King as he just married into the royal family.

Because there was no male heir to ascend to the Throne when King George, Elizabeth's father died. Her Uncle the late Edward the VIII gave up being King to mary Wallis Simson a 3 time divorced American woman because he was in love with her. They were the Duke and Duchess of Windsor.

Because Prince Phillip is not English. He is not of royal English blood. He is of royal foreign blood and therefore can not be king of England.
And she is not ruling England. She has great influence but she is actually more of a figurehead. The power is in the hands of the PM.
