Benefits don't get "paid". You just get them.
They are trying to say that if you went out and bought Medical and Dental insurance on your own, it might cost you up to $4800 (their estimate). So if you work for them look at how lucky you are to get cheaper Medical Insurance from them!

I would take it to mean that the company pays $4800 per year for your health, dental, vacation, etc. There may still be some taken out of your check. Many times employers pay a certain amount of your insurance and the rest is deducted from your check. They're just letting you know how much it costs them. That's how I would take it. Doesn't hurt to ask the employer.

Besides your salary the company will pay for you up to $4800 per year for health benefits. Let says you pick a health plan for your family, and the preiums were $500 per month.
$500 times 12 months = $6000 per year
The company will pay up to $4800 and you would have to pay the balance in monthly installments. Your share would be $1200 per year or $100 per month payroll deductions.

It means that the salary is 30-35,000 per year PLUS $4800 worth of benefits, such as a health plan, dental coverage, vision care, insurance for sickness, etc.
If you had to buy the benefits they are offering, you would pay '$4800.00' for them.

Translation job salary with no benefits = 34,800 - 39,800.
Job salary 30,000 - 35,000 + 4,800 benefits = 34,800 to 39,800.
Now does it make sense?
