I dont know how you can stop them because they must think you are a great listener so they just keep talking!!
so maybe if you put your 2 cents worth in ( your opinion ) they wont be able to talk as much, but hey don't turn it into an arguement to get them back lol

I have the same problem with my little brother. He is soo annoying sometimes and he just won't shut up. He never listens either so its soo annoying, I know how you feel.

the same way you tell someone to talk cuz they never have anything to say to carry on a conversation.
just tell him that you want to enjoy the silence with that person.

lol...well at times you encounter that talkative person ...when they get on a roll and start talking alot you have to kind of ease in there and and restart a new conversation or turn their attention to something else.works for me
