Paper towels can be very abrasive and cleaning solutions can attack certain anti-glare coatings.
A soft cloth dampened with a mild soap solution. It should be just damp enough that you do not squeeze droplets of water out when you clean the screen.

LCD screens are not perfect. In fact, you have to be very careful when cleaning them up. Too much pressure using the wrong kind of cloth will most likely scratch your display and could even burn some of its pixels. So the question is, what is the proper way to clean an LCD screen?
First, you've probably seen some of those expensive LCD cleaning solutions in computer stores right? The good news is that you don't really need these. Mixing up your own cleaning solution is very easy and will actually save you quite a few bucks. You only need 2 ingredients:
70% Isopropyl alcohol (Warning)
Distilled Water
The recipe is easy: Mix the Isopropyl alcohol and distilled water in equal parts (50/50) inside an empty Windex-like bottle. Do not use tap water! Doing so will leave white smears on your screen after cleaning it up because of the dissolved minerals inside the water. When finished mixing, just close the bottle using the "spray" adaptor that comes attached to it.
Next, you will need to find a good, soft piece of microfiber clothto clean your display. Avoid paper tissues at all cost! Using those on your screen would be just like scrubbing sandpaper on it and may scratch it permanently. You wouldn't want to do that right?
Now that we have everything we need, start by turning off your screen. Dampen your piece of soft cloth with your cleaning mixture and then wipe the display gently from top to bottom. Never spray liquid directly onto the LCD. When you're done, wait a few minutes to let your screen dry, and then turn it back on. Voila, you're done! Your screen should now be sparkling clean.
And if you absolutely want to use a product that was specifically made to clean LCD screens, PixelClean makes an excellent LCD cleaner that is quite effective and not too expensive.

"The official word on LCD cleaning in Apple manuals is to use a solution of diluted isopropyl alcohol, no more than a 50% solution. Usually the rubbing alcohol you buy at a drugstore that is either 90% or 98% pure but 98% is pretty hard to get (you don't need it anyway). I mix 1 part water and 1 part 90% isopropyl alcohol, which works out to... um.. something just under a 50% solution.
Be absolutely sure to use a very VERY soft cloth. I use a piece of soft flannel. Do NOT use paper towels or anything more abrasive than an old worn out cotton Tshirt. Absolutely do NOT use windex or anything with ammonia in it, it can etch the screen surface and can cause the plastic to go cloudy. You don't want that to happen!
BTW, there is a commercial cleaning solution called something like Klear-Screen, it's pretty expensive. It is merely a 50% solution of isopropyl alcohol and water. Just like I make, for a fraction of the cost."

take a soft cloth (very soft) and pour rubbing alcohol all over it.
The cloth needs to be soft to absorb the alcohol and not scratch the screen.
Be sure the cloth is damp with the rubbing alcohol. It helps to get the hard particles off your screen by moistening them.
Now, take the damp, alcohol soaked cloth and wipe it all over the screen.
Remember, the cloth needs to be very soft. This prevents scratching the screen.
Make sure the cloth is not dripping with alcohol because you don't want it getting into the electronics when you wipe the screen.
Once you finish wiping, your screen will look brand new.

Dry soft cotton cloth. Never ever apply cleaner of any type to a flat computer screen. Don't press on the screen either. You'll ruin it.

Do you mean of dust ....?
If so , with a dry piece of cloth , or a little bit wet one ...
I don't think there's a problem of using a wet piece when the monitor is turned off ...
