First of all, you charge a system with the compressor running. If the compressor isn't engaging, either your freon charge just leaked right out, or the fuse/relay is bad...

The best thing to do is let someone who has experience in A/C repair check and/or repair your system. He can hook it up to a reclaim machine and do a evacuation of the system , do a vacuum test to check for leaks, check the pressure switches, and if no repairs are needed, charge the system with the correct amount of freon. It may be fairly expensive to have this done, but it will be worth the money cause it will be done right.

Was it working right after he refilled it? To charge it the system has to work and if not the man that did the recharge had to notice that it is not working.
It is also normal to do a leak test when you do a refill of gas on an a/c so if there was a leak he had to inform you.

Could be seals or the pump. Seals are fairly inexpensive, just a few $ on top of the gas refill. Pump costs a bit. I put a second hand pump in mine. You also have to get a gas refill after.

bad luck is what it can be... its only got a few parts, the compressor and expansion chamber... check for freon leaks, are the fans working.. you can hear them... are you activating it (ac) properly... is the switchgear working, and have you checked for fuses and made sure the drive belt is ok.. some folks remove them..and johnny in the parts shop wont know jack.. goto a honda dealer...
