A catalyst does neither - it changes the amount of energy that is needed to reach the activation energy, so the energy already in the system is enough to cause the reaction to progress.

that doesn't seem to make sense :P

what it lowers is the activation energy. there are several ways it can do this but basically it makes it so less energy is required to move from reactant to product.
