The ordinance was written with them in mind, but said nothing specifically about them. If you read the ordinance, it talks about residents of the territory. The fur traders were not considered residents, they were transients. They were not used in the calculations that are noted as to determining the number of representatives.

So technically, the British fur traders were not mentioned. But it is an important omission as they were able to be considered non-residents. They would have have to put a house up and live on the land, rather than wander it.
