Sorry, there is no real way to start a business for free. The best way to get straight information is to go to the library. In the business section, you will find a wealth of information about starting a small business on a shoestring.
Often community colleges sometimes offer short non-credit classes about small business start-ups. (Non-credit classes mean that you don't have to be a full or even part-time student to enroll.) If they don't offer anything, you can request that they start one. Community colleges are always looking for ways to serve the people in their areas. Classes like these are usually at night or on weekends so it uses resources the college already has for virtually no cost to them.
You can contact the Small Business Administration in your city for information about legalities and money issues. It's doable, but it takes time and work.

do your research first , find some thing you would do for free then learn to make a profit doing it. find some one who does what you want and follow ( with their permission) around for a few days picking their brains about the business. Buy their breakfast , lunch and dinner if needed.

www.startupnation.com offers alot of practical advice. Also, the SBA and Score will give free entrepreneural advice. Your local library should have resources for additional help. If you are not afraid to ask for help, you'll have alot of people and organizations that are willing to help you.
