Orbits are elliptic, and as such a celestial body would have a point where it is at its closest to the body it orbits, and a point where it is the farthest.
Apogee is the point where the body is at the furthest, and perigee when it is closest.

The apogee is the point in the moon's orbit where it is the furthest from Earth; the perigee is it's closest point.
Perigee mean:
Satellite Orbital Elements are numbers that tell us the orbit of each satellite. Elements for common satellites are distributed through amateur radio bulletin boards, and other means.

Entering satellite elements is easy. Understanding them is a bit more difficult.
