Rebooting your computer does NOT mean turning it off and then back on.
On a computer running Windows, for example Windows XP, a reboot is called a Restart. Simply click the START button on the lower left corner of your screen, then click Turn Off Computer , then click Restart

It means you are restarting your computer. It will turn off and then turn on again. usually people do this after they download something.
