DHS is probably Dept. of Human Services, but it might be called something else in your state.
Check your state's website, and look for "Licensing", "regulatory services", "daycare licensing", etc. If you can't find anything, look for "ombudsman". This office is set up to help people who don't know where to go in the state. Not every state may have one, so don't be surprised if you don't find one. One of these should lead you to the office that licenses daycares.

You can go to your local DHS office and they help you find the "daycare" office. If this daycare center is registered, they have to report and stay checked up on. if they are unregistered all you can do is talk to the parents that already use this center.

I would at least check the Better Business Bureau.
