it is family "heir property" my mother has kept the up the property for around 50+ yrs, paid all taxes and maintenance costs. is she entitled to it or can she go to an arbitrator to present her case for ownership? if other family members sign over their share will that help her case.

This is just a guess If your Father was the sole owner of a house and he died without a will. a lot of states award a portion to the spouse, and the children. The children can sign away their interests in the house Minor children can be a problem need to seek a real estate attorney
