It may be that the form was designed by simply drawing boxes on the page rather than placing real form fields on the screen. Folks do this when they assume most people will print the form rather than fill it out online.
If you have Acrobat 8, you can use the 'typewriter tool' to type your answers onto the form. It is alot easier than printing, writing and scanning.

Not with Acrobat reader - you need the full program or one of the adaptor programs - Open Office, I think lets you do that. (Good free download program, by the way)

Try converting it to Word.
There is a free, online converter at
www.media-convert.com
It is easy to use and does a pretty good job.
When finished, if necessary, reconvert.
