Between those two, right now, I would choose TI.
Monte Carlo is a nice place (in my opinion of course... I work in the Vegas travel Industry and have never heard a complaint like the one above me about that property), but it is currently in the middle of a construction zone. MGM Mirage is building the 9 billion dollar mega-resort called City Center right next door.
Treasure Island is not quite as posh as its sister property the Mirage, but it is quite nice for the price, and it is easy walking distance to several great places. (Mirage, Venetian, Wynn, Caesar's Palace.) I'm sure you won't be disappointed with Treasure Island.
Play safe and have fun!

Not sure if you are looking for price or quality but I want to share my experience with Monte Carlo. We reserved non-smoking adjoining rooms from them and was taken to these rooms which smelled strongly of cigarrette. After complaining and 2 hours of waiting my whole family was moved into another room which still smelled like cigarrettes but not as strong. When I politely inquired if there were any rooms that were not formerly used as smoking I was dismissed and was told that the hotel was full and there will are no other rooms available except what we were moved to.
After the discomfort of the trip from California, my kids were hungry and ordered room service. When the food came, the mac and cheese was partially uncooked, partially overcooked and practically flavorless (how hard can cheese flavor be put on some pasta?). My daughter's buffaly wings were still frozen in the middle and a little bloody on some.
In my dismay I packed the kids and took them out to eat instead. I am not much for complaining to management and chose not to cause a raucus concerned that housekeeping might purposely not do a good job in retaliation. We kept the room just to sleep in for the next 3 nights only coming home to rest. We spent the rest of the time outside.
Needless to say I am not going back there again. FYI - I have been to Red Rock, Circus Circus, Paris, Venetian, Hooters, Bally's, Flamingo, TI and even the old Stardust (which is now just that - dust) but I have never had such a terrible experience.

My hubby was just at the Monte Carlo with his buddy - they were quite upset to find the brew pub gone.
I like the T.I., but I'm into pirates :) I also think the Starbucks there is just the best in the world. And better located on the strip- sephora across the street at the Venetian. Monte Carlo does have a tram that comes in the back.
Rooms are nice at both. Guess it depends on what kinda deal you can get.

We stay at Treasure Island. Monte Carlo is nice, but it's a little too hectic when you want to "go back & relax" after a long day.
TI isn't as noisy either. Monte Carlo is "a nice place to visit", but not to stay.
