I am a recent homeowner and wonder who is responsible for the bushes down the property line. I know they belong to the neighbor but is he responsible for trimming them all the way around are is responsible to trim them at all? There are 10 tall bushes

Most times they are planted on the land line, sooo, trim up your side if he has not,if they say anything then you just explain...Or just go ask them. Be nice and act stupid about knowing where the property line is. Then ask about the tree's and if it's okay if you trim them up on your side. Keep it friendly. You may need a cup of surgar someday! If they are on their side of the line, you can not legally touch them however if they grow onto your side, they are responsible for trimming that back. Some cities give citations for that. Talk to your neighbors and just ask "I noticed the bushes growing over the property line, and was wondering if you could possibly trim them back within the next couple weeks?"

you ask who is responsible to trim the bushes and you also say they belong to the neighbor. I don't think the neighbor would like you to trim his bushes. In fact, he may want them big for a barrier from neighbors to keep his privacy
(I don't think you mentioned if the bushes grow on your property)

Since you're new neighbors, it would be best to just have a conversation with him about trimming, perhaps volunteering to trim them on your side (if the property line can be determined easily). You couldn't do height, however; he probably put them there for privacy.
In my experience, he would probably want to do any trimming himself rather than leaving it to an "amateur."

there is a lot of contraversy about this.... You might call your city government to be sure. In my town we are responsible for anything on our side of the property line. We have to trim and maintain limbs and such that hang over. If it is a major branch that could kill the tree, or it's more on your side, you may have to come to a mutual agreement with your neighbor.

Ask him to trim them, if he does not, trim them back to the property line yourself.

Technically if they are his, they are also his to trim.
Although if they are really infringing onto your lawn area, I would gently trim them back. Don't get crazy, if you do not
want a feud with the new neighbor.
