He's the Commander-in-Chief. It's his job to protect our interests here and abroad. Some people see his veto as a way to "Get his way", forgetting it's his to get.
For someone unaware of how our government works and why the President HAS a veto (and that it can be overriden by a vote by Congress if they want to, which people forget), it is a funny cartoon.

But you have to be pretty ignorant of the workings of our government to find it funny. Kind of like children's cartoons.

There are some hugely funny ones about President Bush. This one doesn't make it for me.

I think it is a parody of the presidents alternate title "commander in chief", and his use of the presidential veto power regarding the congressional funding bill for the Iraq war.

Bush's power to veto the latest push by the democrats in congress to start withdrawing troops from Iraq later this year.

The pen on the tank refers to "Pen is mightier than the sword (large gun)"
The treads (veto) on a tank (war) is what drives it forward.
Bushes small head is reminder, for those old enough to remember, the 1988 campaign picture of Dukakis in a tank looking foolish.

That graph is not accurate. Pnocchio's nose should be a little higher than Obama's blue line, because Obama is losing, if not tied.
