That's where i found out about it and I was wondering what the name of the instrument is.

ESO uses an instrument they call HARPS, for High Accuracy Radial velocity Planet Searcher. It's basically a very sensitive spectrograph that can detect the very small shifts in spectral line frequency due to the small variations in a star's radial velocity caused by orbiting planets.
