After a bill passes in the House and Senate, the President can either sign the bill into law or reject ("veto") it.

Okay, the actual definition of Veto is a vote that blocks a decision. It means that congress voted to pass the bill, but Bush has the power to veto a bill which means his ruling overrules whatever they vote for. So, ultimately its the president who gets to make the decision.

He won't sign it (meaning he won't approve the bill). If a President vetoes a bill, it then goes back to Congress where they would have to pass it by 2/3 majority vote in order to make it effective without the President's signature. That won't happen though.

Veto means refuses to sign into law. It goes back to Congress where a 2/3 majority is needed to make it a law in spite of the veto.

But more to point it means George W Bush is a stubborn jackass who loses no sleep over the tens of thousands who have died because of his incompetence and corruption.

It means he has the power to stop the bill from going into law. So that means the troops will be staying in Iraq for now.

It's his right as the Chief of the Executive branch to turn down a piece of legislation...in this particular case, he's more like a 5-yr-old who is holding his breath until he gets his way...

It means he is an evil war mongering idiotic egotist who has promised to stay in Iraq even if no one but his dog and his wife agree with him. They probably disagree also but are afraid to speak.
