The advantage is they can kill lots of people or destroy a large area. They are very useful against land mines, infantry divisions, and light armor.

The disadvantage is they can kill lots of people we don't want to kill. The spread out nature of the destruction increases the probability of collateral damage and unnecessary civilian casualties.

Cluster bombs are good for wide area targets, such as small factories, personnel regiments, light armor convoys, etc. It's like doing carpet bombing but on a limited scale.

But the big problem is what happens when some of the "pods" don't explode. They effectively become landmines, or people come by and collect them not realizing what they are. They become a danger to everyone, including civilians and friendly forces.

Not exactly the friendliest weapon in the world.
